Okay, can we take a moment to really appreciate Sam in this scene?

Bucky’s rightfully gone into angry sulk mood. Sam, calm and casual, steers the conversation into the one topic he knows will bring Bucky comfort. He talks about Steve, draws parallels between Steve’s experience and Bucky’s, validates the importance of all this, then gently cajoles Bucky out of his shell.

He does not acknowledge Zemo, because negative reinforcement is still reinforcement. Zemo has gotten under Bucky’s skin, and Sam’s priority was to help Bucky regain his footing rather than be a self-righteous preacher towards someone who is a) isn’t going to care, b) is enjoying the power play, and c) is pushing boundaries to see where their weaknesses are.
