The chips in Moon, Ruin, and Eclipse are all connected and the reason Moon is acting like this is because the chips in Eclipse and Ruin drip feed their own code into Moon making him act like a horrifying combination of the both of them! Would explain why he doesn't care about his OWN FAMILY anymore! Eclipse's chip was made to slow him down, so he couldn't bring Solar back early and save Moon from this dark path.
