My explanation for this is an inside joke between my friend and me (they also like tmbg)

If I were to make up an scenario to explain this it’d be: Linnell tells Flans one day about mewing and how it’s bs and it pisses him the f off. Flans takes advantage of this by repeating the same gesture in the video every time he wants him to shut up (it always works).
