It doesn’t add for a blank canvas level of creativity that other settlements do, but honestly, you have enough work to do. This gives you a ready made city with good places to place defenses. Take advantage of that. You don’t even have to invest in shops. Deacon makes a point about this goldmine when you visit with him.
