Theory time: Does that means both IA Chiaki and IA Junko were created by him, and the whole Remnant of Despair were tricked by him to join the game, so that he can see the final conclusion between hope and despair?

That explained why IA Chiaki had so little emotion (because her creator had no emotion at all), and why IA Junko didn’t behave like the real Junko when she losed.

IA Junko was right: Izuru Kamukura is the true mastermind. He had everything plan out from the start. Kamukura never become Ultimate Despair, he is just a neutral god who keeps watching everything. Maybe the whole DR3 Future arc is his game as well.
