I think ivor should have been thrown in jail between the prison arc and the portal arc. Have it where he was set free a little bit before the beginning of the portal arc and have someone say like “ivor you literally just got out of prison and you’re already causing problems. Why.” In response to his lava house. All that would change in the story is a few bits of dialogue but it would feel so much better knowing he didn’t just get away with setting a monstrous beast loose in a populated town and nearly destroying the world. you could enjoy his goofy silly antics without thinking ‘man, this guy got away with war crimes. There were no consequences for his actions.’
