If you're talking about the pager bombs that was an attack that was literally as least against civilians as possible. Hezbollah themselves stated that the pagers were only given to hezbolla members and of the 3000 injured there were only 3 civilian casualties. Of course each one of those is still a tragedy and I wish the number was zero but deliberately only attacking things held by terrorists is the exact opposite of terrorizing civilians.
