Azazel and Mystique had Kurt and left him in Germany. Later on Mystique and her wife Irene adopted Rogue. It’s not mentioned much, but I believe there are a few comic book arcs dealing with them being siblings, I know there are multiple about Mystique adopting Rogue. I like to think of Irene and Mystique as Kurt and Rogue’s decently competent parents.
