Mainly bc that's what she has seen power been used for. Ofc with her redemption arc she stops, and becomes more sassy than mean. But for the sake of catra in this scene, I will remind you that the lady started the fight with catra.

i don't understand why this is supposed to be so funny. this is one part of this episode that i did not like. catra is finally happy in the crimson waste, but she still can't go a day without bullying or abusing someone. it just feels mean-spirited.
