one of my thoughts on phantoms was.... people who are still there but not present.
which could mean wally (if he isn`t really dead)
jason todd also (as we seen in s3)
giovanni zatara as well (since he is still nabus prisoner)
one other theory would be that phantoms will have several meanings - just like outsiders did
so maybe we will get flashbacks of the team when they actually were the heroes - when the jl got praised for saving the day
other than that... since last season had a metahuman evolution episode....what if it`s also about homo magis?
(of course if earth 16 has them) but lets face it on the show are already a handful of character who are homo magi in the comics.
and no one is aware of them
if we get to see more of atlantis in s4 maybe we have a chance on an origin story - which could involve this species as well
also zatannas mom is also technically a phantom. and she always gets sidelined. yj has a record of bringing characters in that aren`t that well known.

Zachary Zatara Theory
I have this theory for a long time now... but just wanted to put it out.
I think that Zachary Zatara is indeed DC`s main continuity version of Zatara II. And with that also has the same parents - being Zatanna and Constantine.
