One thing that people seem to forget when condemning Hawkins for joining Kaidou is that he did not make that decision for himself only.

Hawkins is a captain. A leader. With decisions like these, he has to keep the survival and wellbeing of his crew in mind. In that situation, he knew there was no chance to win or even escape. So he made the decision to join Kaidou because, if he decided to fight and was beaten, his crew would bear the consequences of that.

It's pretty telling how he brings up Kid's crew during his talk with Law. Kid's men are completely at the Beast Pirates' mercy, with their captain's life constantly being dangled over their heads to ensure compliance. So the Hawkins Pirates may not fare much better, but at least a little, because they still have their captain to rely on for guidance and whatever little shred of protection Hawkins' position can offer.

Hawkins is neither a coward nor a bad person. He made a decision based on what would be best for the people under his care. Like a good leader should do.
