One more detail I want to point out is this little exchange between the girl and her brother. They’re two naive and innocent children who most likely trusted the heroes blindly and idolized them up until this point. The heroes failed to protect them in this case, the most innocent ones and the future of the country. The boy is still hanging on to his Endeavor pouch and that’s what is really touching for me. He hasn’t realized yet the hero society has let them down and probably didn’t hear about Dabi’s speech either. After this those kids have to process their trauma and will come to the conclusion that the heroes can’t guarantee their safety anymore and will lose their innocent believe in the heroes and probs for Hori for conveying so much through a simple scene.
