He should be as over the top and extra as possible. For fuck’s sake, have him build some sort of evil device and give him a boyfriend or girlfriend to carry out his evil deeds or something of that sort. Make him Hopper’s arch nemesis that Hopper has trouble defeating. Have him laugh at the moonlight. He’s a mad scientist and needs to start acting like it. Just stop with this Shadow the Hedgehog garbage you’ve got him running on.
