I've thought about this before, and I'm leaning towards no? Katara heats up water the normal way:

The only person who uses bending for this is Iroh, and Jet immediately assumes he's a firebender. So I think waterbenders can change the state of water, but not necessarily its temperature.

bending is shown to have many mundane uses so the fact that they never bring up instantly boiling water probably means it's not a thing
