Based on how the cat kings justice system seems to work we can assume having all the cats counted was actually something he needed done
He isn’t just making Edwin do a pointless task, he’s making sure all his subjects are accounted for while also enacting eye-for-an-eye style justice

but based on *how* Edwin seems to be counting the cats
i interpreted it as more that
not only does Edwin have to stay until he can tell them apart
(and implicitly: understand why he needs to respect them as individuals)
but the Cat King will be watching him to see how he handles it the whole time
and the Cat King has all but said
“count the spies”
