Correct. VOCALOID6 does utilize some AI technology to make voicebanks sound smoother/more realistic (as do SynthV, CeVio, and other vocal synth softwares), and voicebanks using this technology are labeled AI voicebanks (like AI Megpoid or AI Otomachi Una), but the voices themselves are not AI-generated. @veldian summed it up pretty well; the voices are sampled from willing, consenting, and paid providers.
Hatsune Miku, the Vocaloid, was created with consent from her voice provider, Saki Fujita. The Hatsune Miku AI voice was not. Heck, Miku doesn't even have an official AI voicebank for VOCALOID6. She's been moved to Piapro Studio as an NT (New Type) voicebank that, as far as I know, lacks AI.
Why are people so lax about AI voices, it's honestly way scarier to me than AI art
