I want to cosplay Kurogiri, but I'm not sure how to approach making the headpiece

Using tulle for the black smokey thing is the best option I can think of, but I'm struggling to think of how the headpiece could work in terms of base and structure

If anyone has any ideas/suggestions for the head and/or hands, feel free to let me know! :))
