why do Gotham villain men get to be funny weird guys but Gotham villain women have to be sexy.

let's have a male villain with a glistening six pack and bulge striking weird poses that make no sense. he would have crazy boobs that batman can't stop staring at. and then let's have a funny lady villain wearing an inflatable ostrich suit going honk honk or something. Come on.
