bro is obviously manipulating , or trying to manipulate Ben into joining . I think . Like he starts to bring up his past of taking matters into his own hands when others , the authority , didn’t , even including Logan in the scenario because he’s his friend . Saying all this and bringing up the fact that if they joined , he can protect them , is him pretty much jsut playing dirty into what he knew Ben had had trouble with in the past and using it to his advantage with that promise of a sort .
