Roulx Kaard only speaks in his Elizabethan language because anything he says normally automatically becomes a rule in the game. (OP headcanon, not really canon)

Slang is far enough from regular, unslurred English that it wouldn’t take as a rule.

If Roulx had discovered Southern slang before Shakespearean, we could hear him talking in y’all’s and yeehaws instead of thee and thou.
