Coding Errors

Knowledge is half the battle, something that Error has which Ink and Dream haven't realized yet.
After years of endless battle with Ink, Error had enough and realized that he needs to overcome his canon weakness as an error and abandon his reckless, rage-induced, and emotion-driven ways of doing things. Hence the reborn of the intelligent, manipulating and deceiving Error of the present.
One of his new abilities is the ability to change the reality of an event just like a coder and a hacker could, he would soon use this ability to hunt down the rest of the Out!Code coders and hackers to make sure they won't pose a threat to his vision.
Before the Truce, he used this power to empower his strings to be able to destroy multiple AUs at once, throw a planet into a star, and many more gigantic destruction all over the multiverse. After the Truce, he would use this power to gain even more knowledge of the remaining multiverse to aid in his vision of the future.
A destroyer to be sure, and a threat he is...
An event that causes a character's prospects to change is always interesting to explore. Be it by gaining new gifts, altering existing ones, or even losing something entirely, how a character reacts and chooses to go forward is what defines their character most.
I don't doubt that even Core needs some time to adjust to what happened. Practically everyone in some way or another will have to process the Halving and its consequences. Indirectly or otherwise.

Depowered Core

Yes, you read it right. The Halving had an unintentional side effect which made Core unable to see or be present in the future, making them only Nigh-Omnipresent in the reality.
Their future forms and memories were slowly fading away across the future time-space and leaving only their past and present form to still be intact.
This caused Core to be severely affected by it as they didn't see this coming and they thought it was impossible for them to lose parts of their form across the time-space continuum, but it did. Core was so affected that even people around them started to notice that something is wrong with them, but Core only put out the truth to those that they trust like Dream, Ink, Poppy, and a few other Caretakers of the Omega Timeline.
They started to become silent and nervous at times due to them not being used to not knowing what will happen next, leading to them becoming fearful of the future and what's to come.
At this point, they will need every help they could to get out of this horrific situation...
All of this is only meant to contextualize pieces of SAGAVERSE'S world and characters, not general fanon or original canon.
That being said, the papers are a way of looking at the core code of the AU's Main Timeline. If it is anything other than intact or white, it does mean something is affecting it. Tears indicate destruction, stains are tampering, and blackening is corruption. One of the most subtle and sinister is if it were to grey out and lose its luster. While not as obvious and catastrophic as the above, it means that it may be abandoned or lifeless.
Finally, if any of these things happen to a paper and it is meant to happen by the creator themselves, Ink won't be too alarmed about it.

The Present DoodleSphere

Since the Halving, half of the multiverse was perished, meaning that half the gateways a.k.a the AU papers were ripped to shred and now are no longer there. Leaving a blank purple void.
In SagaVerse, the DoodleSphere acts as a gateway for Ink to go into the AUs. It doesn't necessarily mean the AU is the paper, the paper only acts as a gateway to a certain AU. If an AU was to be deleted, corrupted, or vanished the paper will act as an alarm for Ink that something bad that wasn't supposed to happen in that AU is happening at that moment and Ink only has a certain amount of time before the AU is truly deleted.
If someone managed to rip one of the AU papers, it does not mean the AU itself is destroyed. It only means that Ink has to replace the paper with another one so he can still have an easy gateway to that AU. If the AU was destroyed, however, the paper will rip itself apart and vanish.
Incoming questions on how Error will rip the remaining multiverse apart like in UnderVerse... don't worry, just come along for the ride and we'll show you how it's done soon enough.
There will be plenty more Out!Codes than just Sanses. Undynes, Papyri, Toriels, you name them, there will likely be at least a couple out there. Even a few original Out!Codes exist in the multiverse.

Out!Codes

Most of the Out!Codes in SagaVerse were survivors of their destroyed AUs/ATs, they were either powerful enough to survive the destruction, saved by another Out!Code, or were just normal beings survived their world's destruction.
Most of them lived in the Omega Timeline, some wandered across the multiverse, some became guardians, and some... became killers and destroyers.
These Out!Codes were varied and unpredictable, that's why Dream and Ink are always cautious of these beings.
