Of course Garak is submissive. He's spent his entire life without autonomy, acting only in the service of a higher power and deeply ashamed of any personal need. A man like that needs the excuse of a greater power making him take pleasure in order to not feel great shame. Especially if that greater power is Bashir who he views as the sweetest of uncorrupted morality, allowing him an excuse for any action he takes in service to Bashir.

when you walk around with that mask fixed so tightly. trying desperately to not let anyone see who you are and what youre feeling.
and having to have the upper hand and control every situation through obfuscation and never fully revealing your hand.
that distance you cultivate and the show you put on is exhausting
