>he picked people like Lilia and Vil, who you could say they would never miss a chance to criticize him or throw in a dig but also they are capable and think for themselves. if even they agree to follow Leona's plan that means it must be good (there's also a thin layer of character foil, since Lilia became general back in the say cuz he was truly the best around, but the rest of them don't know that)
