_ "What was that supposed to mean?" Dabi tried as much as he could to remain calm.

Do you think Shouto felt betrayed after Izuku didn’t tell him about OFA until his letter?

I think it's clear that he felt hurt - and mostly about Deku not relying on them or opening up to them in the same way they (and Shouto specifically) did. I think Shouto is someone who values honesty and is trying to be a good friend, including giving emotional support. We saw in the Endeavor agency arc how close they were with Deku - Shouto being a bit of a buffer between Deku and Bakugou.

So I have no doubt that Shouto considers Deku as his best friend, so it must have been hurting him how one-way some of their interactions were.

I think he's also deeply frustrated with Izuku just bottling everything up and never relying on anyone, when he was the one, who broke Shouto out of that kind of loner attitude and made him open up and rely on people. So I think the way their confrontation went in the Class A vs OFA, there was quite a bit of that frustration coming to the surface. The tone of Shouto confronting Deku about not being able to cry, about running himself down stands out between all the love confessions as one with some honest and hard truths that really made Izuku snap in turn and reveal his thinking (which is a pretty low point for him).

But I also feel that Shouto afterwards never would bring up OFA or at least not in this current situation, because obviously he's pouring all his energy into being caring, reassuring and supportive with Izuku specifically - feeling like he needs it more than Shouto (even if that's objectively questionable), but also, it feels like he really doesn't want to be a burden to anyone, least of all to Izuku.

I think Shouto feels like everyone has too much on their table, and he doesn't want his friends to worry about him, so he's "keeping it together" and putting on a brave face.

TL;DR: I think Shouto was hurt and shocked at the beginning, not for selfish reasons, but because he wanted to be a good friend to Izuku, but I think he buried all that because he wants to selflessly support Izuku and not make it about himself - feeling like he shouldn't be a burden to anyone.
