So he makes up for his lack of love in kisses. Megumi's lips are never chapped mostly because you'll sneak short kisses from him leaving his lips slightly coated in your lipgloss/chapstick. Despite how cold and distant he his he'll always be touching you somehow when he kisses you, whether it be holding your hand or placing his hands on your hips. When he really misses, you he'll cup your cheek and kiss you so gently but it feels so intoxicating, its his way of silently making you kiss him back without doing much.
