Rebekah hated being a vampire, she said it herself in some episode of season five of The Originals and Klaus has always been more selfish than his sister.

Say whatever you want, but Klaus was gonna turn Marcel into a vampire no matter what, with how bad his emotional attachments are he would not be letting his son die and that is the difference between Klaus and Rebekah.

Klaus brought Marcel into their lives despite knowing how many enemies their family had and that they would go for Marcel, who was just a kid, if they needed to hurt him. Rebekah could never do that. She has never been shown having any friendship of any kind outside her inner circle which just contained her siblings before Hayley came into the picture. Adopting an innocent kid, who would eventually die if they didn't wanna turn into a vampire? It would break her heart.

In short words: Rebekah didn't want to adopt a kid because it would be unfair to him/her and their lifestyle would be awful and dangerous, Klaus just didn't care at all and decided to adopt Marcel despite knowing all this.
