One is a lot smarter than the other numbers, let's assume that their goal is simple to gain Power over TPOT. If they used their powers nothing would happen because 4 and 2 could just undo it. But by getting favors from contents she has control over the game. This is control that 4 and 2 can't undo without being an unfair host.
What? WHAT?
I get that this is the best ending and also the fan favorite. But I would confidentially say it is not more interesting than decay!
