So I'm not big into 'power-leveling' when I think about characters. Even the 'most powerful' character can lose a fight if the right circumstances are involved (weather, physical condition, who they're fighting, what weapons they have, etc.)

But if you put a gun to my head and asked me to rank based on my pure perceived skill level for Batman characters, then it goes a little like this:

Cass

Jason---Dick---Bruce

Tim---Damian

Stephanie---Duke

The ONLY reason Steph is so low is because she lacked support and proper training and I can't format for a, less than a sliver of space between her and Tim.

Duke is only low for SKILL LEVEL, not the actual advantages of his precog and meta abilities. If not for those he'd be under Stephanie. And taking them into account he'd be competing a little over Damian. With Stephanie a sliver below Tim and Damian is the compromise.

This list also only takes into account for a flat fight with no outside factors.

Tim is incredibly well trained and put enormous effort into it, but Damian has been training from the moment he could walk and once he hits a certain height, his weight and reach advantage will beat Tim out and start competing at one tier up.

Stephanie has an edge over Duke from a pure experience perspective and being great at improv/just being hella natural talent.

Jason, EXCLUDING MAGIC BULLSHIT(his own), can beat the brakes off most of the lower tiers in a FLAT fight, not taking into account any factor like weapons and terrain advantages.

He, Dick, and Bruce compete on relatively equal footing, Bruce can edge the other two out on pure experience, though Dick also has a shitton of that so he and Bruce pull ahead of Jason by an increment that is highly situational.

Then Cass, who lives and breathes fighting and precise application of violence. Do we really need to ask?

But the caveat to all this is that nearly everyone on this 'tier list' is considered to canonically be some of the best fighters in the world. So the difference between them wouldn't mean jack shit to anyone not part of that exclusive group.

Do you feel what I'm getting at here? Any one person on this list can beat the other if they aren't fighting flat with no other factors. So in the end 'power' only matters insomuch as taking into account how many other factors are necessary to let one opponent win over the other.
