Almost any area will likely have a vore club or two if you know where to look, but I don’t know if that necessarily counts as it being public. Generally speaking you want to go to more rural areas with large populations of young people since it seems to be the most popular and tolerated in the 18-30 age demographic. If I were you I’d move to a small town with a big college especially in the South and West of the US or in the Prairie Provinces of Western Canada. Still be careful of intervention; although no one will stop you because they think vore is wrong, they may decide that you’re better off as their meal.
