"Jason keeps making comments about his death and it's whiny" this "Jason is always talking about his death" that... Jason is always thinking about his death. Because that's what trauma is, being trapped in the moment, reliving it again and again and again. Children with PTSD/CPTSD sometimes do this thing where they play games when they recreate their trauma, and the explanatory hypothesis is that they're trying to fix it in a way. Adults with PTSD/CPTSD tend to find themselves at risk in similar situations. Being trapped in a time loop of the worst moments of your life and trying to stop something that's already happened, begging to be saved even if it's too late, lashing out to defend yourself after the fight is over. And I know the confrontation in UTRH is complex and about a lot of things, especially about Jason and Batman and Bruce, but also I can't help thinking, this reads a lot like trauma reenactment. And Bruce's response... Let's just assume it didn't really help.
So, yeah. Jason talks about his death a lot. Jason is still in that warehouse, in that coffin, still being tortured and dying and buried alive. Jason is still calling for help.

Wouldn't that have been hilarious if instead of all the Under the red hood plot, Jason just came back and didn't tell anyone.

But what if Red Hood wasn't on any list... But Jason Todd was. Because like. That guy? With the face of a celebrity's dead son, sightings all around the world? ... suspicious
I've read a bunch of fics, especially some crossovers, where Red Hood is or was on the FBI's most wanted list. A couple where he's on like the CIA's or Interpol's or something. But do you know what I'd find hilarious?
He's on absolutely none of them.
A big fanon thing, and sometimes canon (looking at you, No Man's Land), is that the federal government just kind of... doesn't get involved in Gotham? It's just left to it's own devices.
So combine that with both Gothamites-hate-outsiders and the idea that there are so many more/worse people to deal with than the crime boss who's somehow been bringing crime down, and, well. Sure, they have a file on the guy, but it's bare bones and nowhere near the top priority list.
Even funnier is if this is pre-reveal, so Batman doesn't know it's Jason that's running around taking over crime and whatever, he's just busy trying to find out who this guy who put a bunch of heads in a duffel bag is. He makes some small comment about it at some JL meeting and everyone is like, whomst?
Like sure, people outside of Gotham who do hear about Red Hood are horrified, but also it's... normal? Isn't that normal for Gotham? They all hear so many crazy stories coming out of Gotham that who knows what's exaggerated or not, but that's not even... that weird? Like, gory, sure, but... it's Gotham.
Just every outsider's views of Gotham being so skewed and/or biased that hardly anyone blinks an eye at some rising crime boss in the most crime-ridden city on the planet.
And if I told you they could fix Batman #148 by putting Jason in a coma. What then.
Dinah, who somehow got roped into being the batfam counselor: And why did no one explain to Jason that the Joker was nearly killed twice by the two people he originally called family and only third party interference stopped him from permanently dying, not only giving the young man closure but also opening a line of communication???
