I think this means something along the lines of “give ‘help’ that actually isn’t that helpful”

Because of the expression of “throwing rope to someone” where you help them out, but instead of helping them out, the “rope” (aka the “help”) actually “hangs” the person who needs help.

Aka it’s a fake gift that is actually harmful?

Idk this is my own take on it but it might be wrong
