Not really active on that side of the fandom but, regarding the whole debate whether Germany is Holy Rome or not, in my headcanon; he is both.
let me explain: when Holy Rome died, his spirit/soul went to heaven (or wherever dead countries go) but his body remained on earth. It is also stated in the manga that Germany wasn't "born" a baby because he already had an existing body. So, if you ever were to see the spirit of Holy Rome, it wouldn't look like grandpa Rome or Germania, but a floating light. not talking, not blinking. During the transition between the fall of the Holy Roman empire and the birth of Germany, the body remained "dead" until Germany was founded. This is when Germany's soul entered the body and took over. Another headcanon of mine is that Holy Rome is Germany's guardian angel, watching over him and making sure he is okay🤍
