This looks good! And I love the concept of this! Mermaid Aus are sometimes Underrated for some Fandoms which is sad! So it's up to us Tumblr Dudes and Dudettes to fight the Systems and make them happen!

For this AU, it’s only Izuku and his family that are merfolk! The premise is that when quirks first showed up and people were being hunted down and either thrown in jail or even killed for being in possession of one, a handful of people with aquatic-based quirks ran to the ocean to hide, and never left. Two hundred years later, these person are known as “Merfolk”. Most live in the depths of the oceans and had little or no contact with “landwalkers”. There are even stories they tell their young to scare them away from the land and it’s occupants! (Horror stories from the dawn of quirks, but they don’t know that specific detail)
It starts off with Toshinori finding a young mer Izuku in the filthy waters of Dagobah beach. At first Toshinori is worried because there is a small kid swimming alone? In a dumpster turned beach and the water absolutely freezing?
So he tries to question the boy and see if he needs help, but up to this point Izuku has never seen a person up close so he ends up bolting when this huge beef cake of one starts getting near.
Toshinori assumes the boy would go home after that, but curiosity drives him back to the beach a few days later, where he sees the boy once again.
From there, Toshinori tries to slowly gain Izuku’s trust (which only takes about a week before Izuku’s own curiosity and loneliness gets the better of him) And that’s when Toshinori learns that 1. Izuku is a full mer 2. Izuku doesn’t visit these waters, he lives here
And then Toshinori wonders

Izuku has AFO but repressed it for years. Now that he has OFA he's starting to lose control.
All quirks want to be used and all quirk come with urges. If Izuku hadn't noticed that he had AFO, he still got to deal with the urges and contained them through quirk analysis and sheer enthusiasm when it comes to hero. Unfortunately, getting his first quirk breaks the fragile balance he used to have.
He doesn't realize what it means at first but the urge is here. He wants more quirks. He wants to see what makes them tick. He wants to use them. But since he doesn't realize that it's his quirk manifesting, he internalizes the hell out of it.
Except that internalizing AFO means that he accidentally but fortunately unlocks the quirks inside OFA. He unlocks Blackwhip while fighting Overhaul. After that, it's a mad search for more quirks, to know what they do, all in all, he is far more invested and frantic in the discovery of the OFA quirks.
"Could you please calm down with all your new quirks?" *hungry stare at whoever is talking's quirk* "Never mind!"
The urges get worse when he is stressed or upset.
He doesn't explain anything to his class. They just guess and one day, Uraraka is "Hey, I can't give you my quirk but you seem stressed so you can play with it a little. If you want."
And yes, he would love to play with the quirk. Thank you, Uraraka. You're a real friend.
The rest of the class joins in and they find out that it's not that Izuku needs to steal the quirks and hold them forever but his brain needs enrichment and if he goes a month without playing with a new quirk, he starts to get stir crazy.
So not only does everyone learns not to interrupt his quirk ramble (he needs it! It's good for his brain!) but every time he looks upset or stressed, he must fend a hoard of classmates who are "Hey, you can hold my quirk!/You want quirk?/ Here, take a little quirk, as a treat."
"I am not upset! I was thinking about what to eat for lunch! I swear!" "How about some hardening quirk for lunch?" "Kirishima, you know I don't actually eat quirks. T_T"
Needless to say, he will absolutely take quirks from villains. And his whole class can tell because he is hella relaxed for two months when he takes one.
Vestige!AFO is AFOs empathy and spite rolled into one with useless parental instincts acting as adhesive and maturity as a paper cover to keep its shape, and he’ll be DAMNED if he don’t spoil his son!
In anyone I’m imaging if AFO is in OFA as a vestige that izuku would be pissed, because he breaks into and occupies his apartment and the man is in his mind too!
The Vestige of All for One frowned as he looked as Izuku outstretched hand, his palm slightly bent. He looked at the other Vestiges, as if he could read the answer on their faces but they only showed a pure intent to bludgeon him to death in the foreseeable future.
It didn’t seem to worry All for One (Vestige All for One? VAFO?) at all and he focused back on Izuku’s hand.
“I am not sure to know what it means,” he finally admitted.
With his eyebrows knitted in confusion, the vestige –who looked younger that the man the teenager had found in Tartarus - reminded Izuku of someone else, of someone really familiar but he couldn’t place his finger on it.
Then Izuku realized that the reason why he looked familiar was because it was about familiarity but family. He was troubled to see that All for One and First looked like each other. The same bone structure, the same eyes, and the same expressions.
“Your rent,” Izuku was kind enough to explain. “I tolerated you in the outside world only because I can’t kick you out of my apartment and back into Tartarus and because you contribute to the expense of the household. But if you also want to live in my head, it won’t be rent-free: give me your quirks.”
All for One’s eyebrows almost rose to his hair.
“Ahem… Ninth?” First called him, panic and urgency echoing in his voice.
Izuku ignored him. He didn’t mean to be rude but there were only so many opportunities to get thirty quirks or so at once.
“And before you protest because of the difference in treatment, I will let you know that the Vestiges didn’t ask to be brought here so it would be unfair to ask them to pay something. This is my penance for relocating them so abruptly.”
“Because you conned Toshinori out of his quirk?” Shimura asked, a hint of mockery in her voice.
Her relationship with her was better than how it had started but she would never let him forget what he had done.
“… Yes, because I conned All Might out of his quirk.”
“Then will you stop snatching our quirks every time we let a hint slip?” Third asked.
“No, I won’t,” Izuku glanced back at him. “I’m a gentleman, not a saint.”
Really, if they dangled their quirks in front of him, what always happened next was on them.
“You want my quirks?” All for One said in a strange voice, awe and happiness rolled in one.
Izuku realized that something that made All for One happy couldn’t be good for him.
But it was too late.
“SOMEONE STOP HIM!” First screeched.

Izuku woke up with the worst headache of his life, worsened by the echoes of a screaming match in a distant part of his head.
Slowly, he reached for his quirk.
And found many other inside One for All, all ready to be used by him.
He smiled as he fell back to sleep.
