I don't think Harvey or his alter is one of the owls. The Talon's mission here clearly is to threaten Harvey but spare his life. If his alter really is a loyal member or even the leader of the owls, it's impossible for the court to give such an order to the Talon, and the Talon wouldn’t dare to pull a sword on Harvey. ps. This is my personal opinion toward some fan theories, the show itself hasn’t given any definitive information so far.
