But when dabi entered, hawks didn't have enough time to stay until dabi killed him because he his weakness of fire, he knew if twice lived or wasn't arrested it was over for the heros. Since twice can make copies of people AND their quirks, one shigaraki is already enough trouble so more than one would've ended the heros, it will be a span of time. He feels bad but he knew he had to take the sacrifice for it or else it will be over. I love twice and I'm sad but that doesn't give me enough reasons to hate hawks. And don't forget the hero commotion who A VERY HIGH chance had something to do with him going after twice.
