It's not about two kids falling in love just yet, it's about two kids who never had a friendship quite like this. Annabeth had Luke and Thalia but those were people she idolized. Neither she, Percy, nor Grover ever had a true friendship like the one they found on the original quest. This is two kids who started out barely tolerating each other and ended in the sense that they were all each other had. They weren't back in the human world thinking they were these dumb kids relating to no one. That look from Percy was the gravity of what he found. What he had been looking for his whole life.
