I really liked your idea, so I decided to use it.

Premise

(S/O) is really tired and panting from moving faster than usual to reach his house and from fighting a villain who has taken (Y/N), his neighbor and crush, hostage, but he's also happy to have saved her.

He's in the apartment of the girl, who's looking at him, shaken but also with her eyes full of gratitude, affection and admiration, when they both feel a jolt, which makes her fall to the floor, or rather which would have made her fall if it hadn't been for him, who managed to grab her before she did so. Acting quickly, (S/O) immediately picks (Y/N) up like a bride and throws himself out of the window with her to prevent both of them from being crushed by the probable collapse of the house, landing next to it, among the crowd who has come from the nearby homes, and who are applauding and thanking (S/O).

After a few seconds, the boy realizes he's still holding (Y/N), so, embarrassed and with eyes as big as saucers, he lets her go; the girl, though, doesn't move away from him, as (S/O) thought, but she approaches him, smiling sweetly at him, and, whispering a thank you, she delicately places her lips on his right cheek for a few seconds.

Midoriya I. (Deku)

He'll freeze over: if you tap him, he'll fall over like a statue

It'll take him a while to recover, but he won't be able to say a meaningful sentence or even respond to your thank you ("Y-y-yo-you-you're w-we..."), and he'll be forced to cover his face with his arms or hands because he'll be literally all red

For the rest of the day, he won't be able to speak, so much so his mother will become very worried

His first instinct will be to move away, since he'll be really embarrassed, and to yell at you not to do something like that again (not because he doesn't want your affection, but because it embarrasses him too much)

Nevertheless, he'll remain still, with his ears red with embarrassment and, strangely, without screaming

He'll stare at you for a few seconds, almost immersed in a subspecies of fantasy world where there are only you two, until he hears the people who surround you talking and clapping, and his body will move on its own: he'll run away

Before going away, though, if he hears you giggling at his reaction, his heart will skip a few beats, but he'll yell at you to stop teasing him

He'll probably go back to his house still a little flushed, and he'll argue for hours with his mother whether to allow you to stay at their house; in the end... "Oi, come to my house until your house is rebuilt"

Todoroki S.

At first he won't react because he won't totally realize what you did, still focused and exhausted from the fight: he'll act robotically and go back to his home without considering you

However, once he gets home, he'll understand what happened, and he'll blush madly under the incredulous eyes of his father and sister

He'll also slightly lose control of his quirk: a light jet of ice will come out of the right side of his body, covering part of the floor, and light flames will erupt from the left side

He'll think about the kiss all night and won't be able to sleep, so he'll talk about it with his sister the next day; Fuyumi will then decide to intervene personally: she'll invite you to live in their house (since yours is destroyed)

Imagine his embarrassment in living with you (but maybe he'll decide to confess to you)!

Toogata M.

His usual smile will stretch so much almost all of his teeth will be visible, and his cheeks will be dusted with a very light red

If he has to speak, only a stammer will come out of his mouth, and so he'll giggle in embarrassment, putting his hand behind his head

He'll look at you for a while, not knowing what to do and waiting for you to say something; when you don't say anything, he'll walk away in embarrassment

As soon as he's away from you and has recovered (in fact, after your kiss he'll only think about you and the beautiful sensation of your lips on his cheek), he'll give himself a mental slap for not having said anything to you

Thus, to compensate for his imaginary lack of sufficient help towards you, he'll offer to host you for as long as you need and also to protect you from any further attacks from villains

It's more likely he'll do the first option, but he'll still stay away from you for at least a week to get used to calming his heart, which will be beating wildly

I will make sure every other hero agency is notified of your behavior. If you can’t treat a fellow hero with respect because they don’t look like you, then how can we trust you with civilians who don’t look like you, hm?”

I really think that Todoroki is not the type of person who can fall in love at first sight. There could be a moment when he suddenly realizes that he is IN LOVE with you, but I feel like it would happen sometime after you met him, and got friends with him.

Let's just make things clear first, I think he would take things really slow. He needs to know you before he can say that he is IN LOVE with you. He would admit to himself (or even to Midoriya or Tenya) that he is attracted to you, but the deeper feelings would come after he gets to know you better.

Therefore, every time he will witness your acts of kindness, these soft feeling inside of him will melt his heart more and more.

Kindness and generally being kindhearted is the way to win him over. If you are a good person and you are friendly with him, he will consider you as a friend already, maybe not in a way like Izuku does, but he will look at you as an ally at least.

It wouldn't be any different if you are just a civilian. He thinks that being a hero is not just about getting a license and kick ass. It could be so much more than that, you don't have to use your quirk to make a difference. 

You can help homeless people with some warm food on a cold evening, make children smile in a hospital when they are sick, give something to those who never dreamt of having anything in the first place.

Todoroki sees these acts as saving people in a way, and if you are that kind of person, he would honor you just as he thinks of pro heroes.

And if you don't even have a quirk? I said already that he would be protective, but if you are quirkless, he will be so much more concerned about you. First of all, he would think that it is extremely amazing that you do everything you can, even when you are not like a stereotypical hero type, and if you would ever feel bad about yourself because of that, he would reassure you that you are SO MUCH MORE than just someone without a quirk. Your ways of being a hero are not that different than his, if you do your absolute best every day to make the world a better place, then you walk the same path as he does. Plus Ultra and all.

But here's a thing, without a quirk, the chance is lower you would stand a chance if you would have to protect yourself from a villain. Of course, you can learn such things as a martial art, but even with that, you would be pretty much vulnerable.

So Shoto would try his best not to be annoying, but he couldn't help but checking on you whenever he can. Call you on the phone, text you, or anything: just to know that you're doing fine.

Quirkless, civilian, hero in the making: if you are someone who is not afraid to speak their mind and stand up for the things you believe in? He would be head over heels. He values your courage and the whole 'being true to yourself' attitude so much.

(and if you are shy, don't worry, he would love to take care of you just as much you do with other people or animals <3 he's such a softie)

In a nutshell, being kindhearted is a key to win his heart, and if you are a kind and caring person, you are already a hero in his eyes.

After a little consideration, i've decided to write Todoroki as bisexual and the reader as gender neutral. i will try my best not to put gendered pronouns in this work because i really think it adds something nice to the fic :)

Todoroki x Reader

You and Todoroki had been close friends since you both got reccommended into UA together, and you both got along nicely. You respected his boundaries and he respected yours. Over time, you started talking more, with the help of the much needed intervention from Izuku, the sweetheart.

Since Todoroki had become friends with Izuku, he'd started coming out of his shell much more, and you loved to watch him grow as a person. He had learnt to challenge himself and stay true to his beliefs to become a better hero, and it was Izuku that had taught him this, and made him look further than his spite and more towards his potential as a hero.

You will be forever greatful to that little green ray of sunshine for providing the bicoloured boy support and frienship when you couldn't necessarily get close enough.

After this, Todoroki started becoming more outspoken and social. He wasn't exactly a social butterfly, but he was doing better, and this allowed your relationship room to grow and blossom. You had went to class together and paired up a lot of the time and even started studying together outside of school time. You considered yourself so lucky, because you really did think that Todoroki could be a truly wonderful person and hero one day if he wasn't already. You were glad to be friends with him, glad to be around him, even.

So when he started growing closer and closer to Izuku you understood why, and you weren't angry. You were still really close with him, one of his best friends, really. And you were happy with that. It was enough for you.

He had started talking to him more and hanging around him more, following him on missions, and every time he did it seemed like he'd had some grand personal development.

Is it really your fault that you were jealous?

It seemed Shouto had enjoyed Izuku's company far more than yours, and you had stayed feeling that way for years now. But, if they were happy, you were happy, because they're your friends before they're anything else to you. They were, and continue to be your best friends, so you would brush your feelings aside and put your friends first and foremost.

It hurt. It hurt a lot. So much in fact, that you had almost started distancing yourself from them completely. It's not like you blame Izuku at all, or Shouto, but you had begun to blame yourself. In your eyes, you were the problem.

You had continued this way until one day, you heard a knock on the door. Frantic and rushed, the sound echoed throughout your house, startling you from your place in the living room where you sat, watching a recording of a fight between Shouto and some nameless villain on the news station.

You almost jump out of your skin as you hear the noise and you quickly scuffle to the door to look through your spyglass, wondering who on earth that could possibly be.

To your surprise, you see red and white. The door is quickly opened at the speed of light, before Shouto could even raise his fist to knock again.

"Shouto?... Oh my god, what happened?"

You stare at him with your jaw dropped like a goldfish, saying the question before you realise that you already know, since you just saw him on the news not moments ago. He's ushered in quickly, and an arm is wrapped around the back of your neck and over your shoulders as he's hoisted up. The poor idiot is limping and clutching a bloody mess on his side.

He was stabbed.

Your heart drops to your stomach as you rush him onto your sofa, grabbing your first aid kit faster than he's ever seen you before, and he can't help but choke on his dry chuckle.

It's not too deep, thank god, but with the weapon removed already, he's still bleeding all over your couch. What the fuck are you supposed to do with furnature covered in suspicious looking stains? maybe if we pray you might be able to get them out, but enough of that. Focus on the matter at hand.

"Why the fuck are you here, of all places, you idiot?! Ever heard of an invitation? Or better yet, maybe a fucking hospital?!!"

You can't stop yourself from scolding him while you perform emergency first aid, giving him a stern look like a mother worried sick, and he feels his heart warm, smiling up at you like a dumbass despite your harsh language that he's more than accustomed to at this point. "If you die on my fucking sofa, i'm bringing you back to life just to kill you myself, you asshole."

He chokes on actual laughter this time, holding your hand once you're more or less done, knowing that he's not going to die this easy. He knows it. You know it. You both know it to be true. But still, you worry over him.

You blush bright red as you finally regain your bearings, realising how close the both of you are and how thick the tension in the air is.

"I came here... because I trust you... the hospital was-... I wouldn't have made it... 's too far. ...-'sides, 's noone else i'd rather have with me than you..."

The weight those words alone carry is enough to crush your spine, your breath hitching in your throat as you steel yourself and begin dressing his wounds, trying not to show just how confused and delighted and stupified you feel.

"... You're delusional... must've lost a lotta blood"

He quickly shuts down your dismissal, repeating his words and giving you no way of responding in a rational way.

"You've been avoiding Izuku and I for months now! Did we do something? What is wrong? How could I know how to fix things if you don't tell me what's wrong?!"-

-"Because I thought you were in love with Izuku! Okay?! I really thought you were both- both- in love with eachother! I didn't wanna get in the way- i'm sorry!" You interrupt him brashly and it's that moment when tears start to shed, rolling down smooth skin in small rivulets as you come down from such a stressful situation that you were completely unprepared for.

After a pregnant pause, the air tense and still, you're shocked to feel a pair of lips on yours. Glassy, intense eyes open back up again to see Shouto's soft smile, the kiss gone just as quick as it came while a tingling feeling tickles at your lips. You've officially been stunned into silence and Shouto simply laughs again.

"Y-you mean you really... thought me and Midoriya were... together?"

Now it's his turn to blush in embarrassment, shaking his head and assuring you that nothing of the sort was going on, and in actuality he'd had a crush on you since the very start. He was actually spending so muvh time with poor Midoriya because he felt like he was learning, and wanted to learn how to talk to you more and treat you better.

A lot of things made sense after that. But you didn't bother dwelling on it, you were too busy slamming your face into Shouto's unsuspecting one, capturing him into a passionate kiss that leaves him flustered and frozen.
