I love this concept!
But I guess it would've just been too logical for our wizarding community, they haven't exactly been known to do the most logical things, have they?
But apart from this - and correct me if I'm wrong - I believe it's because not every death eater has the dark mark (as we know from Fenrir, he is a death eater but doesn't have the mark because he isn't 'worthy' of it)
I think it's only Voldemorts most inner circle, his most trusted death eaters who bear the mark. (I think there's about 25 of them? Not sure. It's those that show up/miss in the circle at the graveyard)
Plus, the people knew about the dark mark in the sky after killings but I'm not sure whether they knew it was also a tattoo for his followers.
Anyway, the mark would've only exposed a very small - though very important - amount of death eaters, not the lot of them.
If everyone was worried about who was and wasn’t a Death Eater, and the Death Eaters are all branded on their left arms, why didn’t robes with short or missing or sheer or rolled up left sleeves become A Thing? Why didn’t rolling up your left sleeve in greeting become A Thing?
This should have been a Bold Anti-Death Eater Fashion Statement and no-one, no-one in all of Wizarding Britain thought of it and was brave enough to do it? No-one???
