So what if Breast are sexual organs or not? At the end of the day it still a part of your body and no matter it function, why do we care if it showing or not. I mean you can say we don't let dicks be out because it a sexual organ but that really means nothing. There are societies out there where men show their dicks. The basic reason for cloths is protection not modesty. 

To say we don't let a body part show because of the job it does is kinda stupid. If we go by the idea that we can't show anybody part because it can be count as sexual we always be covered head to toe.
