Loving Billy is practically her job, and such could be used as meta-commentary in the narrative, to show how Billy’s constant controlling of others reduces love and passion — for people and hobby — into a marketed tool for social status.

Billy probably also doesn’t want to burden his robots with those kinds of fragile feelings, as far as he knows, romance makes it more difficult to make difficult decisions. Also, his robots are made for the purpose of social and service work, so the only love they need is compassion from respect; and friendliness from platonic love. I imagine he also probably programmed them to feel familial love later on once he realised he was getting really attatched to them, and also once they started working as part-time caretakers for his son.
