Luigi and Mario get split up and stay split up for a long time. Mario still finding sanctuary with Peach but as a secret. Luigi setting up shop in an abandoned mansion not yet inhabited by King Boo yet, could also work in place of Bowser.
Luigi gets used to his place of solitude making a garden and becoming friends with the ghosts inhabitants, they're all human too or humanish in the og weegis mansion, so they become a found family of sorts
Word gets around that in the Dark Forest a beast lives probably guarding a legendary treasure
The Koopas just so happen to be passing by when they hear a terrifying screech and they quickly run away. A spider jumped on Luigi. This brings word to the Koopa King!
Once he hears about the treasure he immediately thinks it's a super star ⭐ so he makes his way over there alone because no one else wants to go with him and Kamek is on vacation
Bowser gets a little nervous on seeing the creepy exterior but scoffs it off and pounds at the door Luigi is elsewhere and the ghosts are preoccupied in their rooms. He makes his way in the lights are off but the place looks clean
Then in the garden he sees Luigi quietly crying from missing his brother and Bowsers heart is a lil softened before snapping out of it and laughing at the pathetic display

Luigi screams and backs off. They just stare at each other as Bowser realizes...oh no... HES HOTTTTTT
Bowser introduces himself like a headass and Weegi tries to channel Marios energy but fails miserably. Bowser tries to go for a sneaky approach for this star since force didn't work last time. He stays for dinner and meets the rest of the ghosts finding out they've been the ones scaring off anyone who comes near, sort of using Luigi as the face of it.
Bowser tells about his land, not that he's royalty, and about his children when he and Weeg are alone again. Luigi tells him about where he's from and how he got here, he excludes his brother just in case. Bowser starts visiting often and their love begins to bloom.
His kids start to get suspicious and Jr decides to tail him before his siblings do and he thinks Luigi is hurting him! Because he gave him a peck on the cheek and Bowser went red. He bursts in on his Jr clown car and tries to attack Luigi and then they explain everything and say he can't tell the others.
He fails almost immediately, but he tried his best! They're all mad their dad hasn't introduced him yet and even more that the royal Archives don't have anything on humans.
By now Bowser has completely forgotten ab the star and introduces his family. They let it slip he's the Koopa King! Luigi's found family is pissed they keep it together, as rich families do and tell Bowser to leave and not come back for a reason I haven't thought of while Luigi plays with the kids.
Bowser invites Luigi back to his place and there he will stay until he realizes he's been there for a hot minute and tries to leave. He does to bowsers dismay thinking his family is gonna take him away from the Koopa
He goes to rescue Luigi from himself, Bowsers overthinking. Bowser tells his family hes not going anywhere and he love Luigi and is gonna marry him they accept this

any beauty and the beast au/parallel with bowser and luigi i just want to remind everyone that Luigi is not from that world so he'd actually be the beast in that context. hes bipedal monster with no shell, able to wriggle in to any place with large whiskers and a nose to sniff out his prey and he speaks in mysterious language (italian) and an ear splitting wail. very scary. legend says theres two of them

Bowser is the king of the Red Sea, he fits in well because he's a colorful version of a Megalodon
Luigi and Mario live in the Andaman Sea and are a part of Queen Peaches kingdom.
Queen Peach looks like a pink jellyfish, I like that she's unexpectedly dangerous and often she floats down in the games so this gives the idea that she does! (Ps the Toads are also jellies but they're the useless ones, moon jellies)
Luigi looks mostly like a mahi mahi and Mario is more like a black and red Oscar fish, due to his aggressive nature and it's stocky build.
Bowser frequently makes trips through the Indian Ocean to find prospects for a mate for himself or land to claim as his, in this he's run into King Boo when he accidentally went too close to the Sundra Trench
One day when he was on the prowl Luigi saw him and he hid amongst the coral. Bowser is an impressive specimen after all and very intimidating, even if Luigi's pretty big himself
Luigi oggled him for a moment too long because eventually Bowser got the feeling he was being stared at, which isn't unusual, but he always gets a laugh at chewing the person out and smelling their fear.
Darting his head around he spots Luigi and Luigi hids away behind some coral trying to quietly escape the situation. The toads quickly scrambled away upon noticing Bowser praying not to be his next snack.
Unfortunately for everyone it's shark mating season and Bowser took this as playfulness. He was going out to find Peach again to ask if she would be his mate again.
Bowser quickly caught him and blocked him in. Luigi gulped and got hot in the face staring up at the impressive shark.
Bowser gazed back down eyes starting to go black, before shaking his head and licking his lips. "What were you staring at shrimp?" he practically growled.
"P-please don't eat me." Luigi begged. "That depends on your reason for staring." Bowser placed one hand beside Luigi's head, inching forward. "Because if it's the right one I'll eat you in a way you'll love."
Looking back up into Bowsers eyes he notices them blown wide, not fully gone yet, but definitely close. He swallows and admits he was staring because he thought he was attractive.
That was all Bowser needed to take him back to his castle. He could ask questions later. "What are you doing?!" Luigi yelled now in the sharks arms as Bowser swam swiftly back to his kingdom, but he could barely hear him.
"Staring is rude, especially when you're staring at a king, so I'm going to punish you and then claim you." He growled swimming faster. Luigi honestly didn't mind the possessive situation he was in, in fact it was rather... attractive?
He never felt safe in his life, but he certainly does now. Though he was concerned about how Mario would react to his being gone and the way he was sure to be told by the toads, dramatic group they are.
Anyways they get back and... things happen
Time goes on and Luigi misses home and Bowser says he can't go because I love Beauty and the Beast.
The Koopa kids are a great distraction they even talk about possibly getting another sibling, there's no shortage of abandoned mermaids purses around the Kingdom.
Bowser takes care of Luigi's needs, anything but his freedom. After a panic attack from being introduced to the Kingdom and having split reactions Bowser promises to always be there to protect him and take care of him.
Despite this Luigi still misses Mario and his old life terribly so eventually he convinces Bowser to let him leave anytime he pleases if he promises to come back to marry Bowser.
Mario can't find the castle until he comes across Luigi after Bowsers ultimatum. Bowsers kids start to tell him that this is a terrible idea and he starts to second guess.
Luigi tells Mario the barebones of his time there, not that he's fallen in love, not of the amazing family he's grown into, not any of these because his nerves are running so high.
He finally spills that once he goes back he will marry Bowser and he wants Mario to be a part of the wedding. Mario is Pissed. He quickly goes to beat Bowsers ass, nothing goes well
Bowser and Mario fight and after evading most of Marios attacks he finally breaks and fights back, but accidentally hurts Luigi in the process.
He's so broken over this he tells both of them to leave forever and not to come back. With tears Luigi leaves and Mario follows, with questions and residual rage.
They both become depressed and nothing helps. Luigi becomes incredibly anxious and wishes Bowser to come and wisk him away again. Luigi finally decides after a week of nightmares he's going there to be with him.
He explains everything to Mario and leaves, Mario follows just in case
Bowuigi reconcile and kiss and love happily ever after❤️

HEAR ME OUT OKAY! You might think that oh yeah because Luigi is timid he'd be our poor victim, BUT OH CONTRAIRE LITTLE BISCUIT TIS BOWSER WITH THINE FLEUR DE BLOOD!
Due to Bowsers pride and natural aversion towards soft emotions he doesn't even realize that shit until Kammy or Kamek points it out to him. Kammy is trying to give him advice and Kamek only gives him sass™ further pushing him away from acting.
After a while of being partnered with Luigi out of nowhere and on rare occasions they get used to one another and even cheer for each other even if they aren't on the same team. It's a comfortable friendship and Bowser likes this new side he sees of him.
Eventually they become so comfortable Bowser invites Luigi on vacation with his family to a Cheep Cheep Island he owns. Junior loves him as his playmate instantly. Wendy bonds with him over their mutual love if dresses and encourages her to become a fashion designer and make a gun dress, on accident. Morton and Roy both like him because he can cook and helps them out with their lady issues.
Ludwig doesn't like Weeg for a while because he thinks he's a spy or something and thinks he'll try to break up their family. Iggy is almost in the same boat until he realizes that he wouldn't hurt anyone and poses no real threat it helps that he shows an interest in his inventions.
Larry is on the fence at first because he loves Wendy and Ludwig very much and values their opinion but he eventually decides he likes Weeg after joining in on their food fight. Lemmy is in the same boat as Larry, but quicker because Lu helps him calm down one of his brothers after a prank goes awry.
Seeing all this changes something in Bowser. He becomes more... feral. He becomes more protective of what his instincts consider his mate. He does his best to keep it at bay as to not scare Luigi. The longer this goes on the more he considers the surgery to remove his feelings entirely, he needs to take care of his children and he can still take care of them even if he won't feel love for them anymore.
Kamek and Kammy notice amidst their insistent bickering. They decide to be as subtle as a tank engine to persuade him to finally tell Weej and after much resistance he promises he will because the great king Bowser fears nothing!
Overtime Luigi notices how standoffish and strained Bowser seems now, even if he's more protective and hovering nearby more often than not. For a time he chooses not to say anything until he notices the cough.
Bowser had been holding back for a while before the flowers started to bloom in his chest. What was worse was that they were also growing through his shell. Scarlet Carnations filled both his waking thoughts and resting mind. It would take him hours of furious yanking to finally look normal again. Until he misses one
Luigi immediately asks him who is it. Who is it that couldn't love him? Bowser eventually spills while Luigi breaks down in front of him. Luigi doesn't get a word out before Bowser leaves acting rashly, thinking he made him feel so bad that he didn't feel the same he leaves to go through with the surgery.
Luigi tells Mario and Peach, they're married, of course the kids overhear and they know where to go and they go quickly to stop the surgery after Bowsers already been put under.
Bowser wakes up in his bed and he can still feel and Luigi yells at him about his actions and how they would have effected everyone especially the kids. Luigi finally gets to the part where it would affect him. He says he would miss him and heartbroken. He confesses his feelings for him and shows his own flowers to Bowser, they had only just started and thus begins the rest of their lives together. ❤️

Bowser coerced the doctors into doing the surgery that quickly that's how he could do it so fast.

Kammy and Kamek are basically Bowsers parents in this.
Luigi becomes king along side Bowser and the koopas are pretty pleased with the change of treatment going forward. Everything's good ❤️
