The council does not want to shell out too many lusters at this stage. Due to the ongoing conflict with the neverseen, they have decided to restrain from spending to much. We have also decided that one pyrokinetic isn't exactly enough for us to spend many, many lusters on. Also we have asked young Ms. Redek to please refrain from setting Sir Conley's chair on fire.
